Some of the Fantastic Predictions from Earth Day 1970

In the May 2000 issue of Reason Magazine, award-winning science correspondent Ronald Bailey wrote an excellent article titled “Earth Day, Then and Now” to provide some historical perspective on the 30th anniversary of Earth Day. In that article, Bailey noted that around the time of the first Earth Day, and in the years following, there was a “torrent of apocalyptic predictions” and many of those predictions were featured in his Reason article. Well, it’s now the 45th anniversary of  Earth Day, and a good time to ask the question again that Bailey asked 15 years ago: How accurate were the predictions made around the time of the first Earth Day in 1970? The answer: “The prophets of doom were not simply wrong, but spectacularly wrong,” according to Bailey. Here are 18 examples of the spectacularly wrong predictions made around 1970 when the “green holy day” (aka Earth Day) started:

1. Harvard biologist George Wald estimated that “civilization will end within 15 or 30 years unless immediate action is taken against problems facing mankind.”

2. “We are in an environmental crisis which threatens the survival of this nation, and of the world as a suitable place of human habitation,” wrote Washington University biologist Barry Commoner in the Earth Day issue of the scholarly journal Environment.

3. The day after the first Earth Day, the New York Times editorial page warned, “Man must stop pollution and conserve his resources, not merely to enhance existence but to save the race from intolerable deterioration and possible extinction.”

4. “Population will inevitably and completely outstrip whatever small increases in food supplies we make,” Paul Ehrlich confidently declared in the April 1970 Mademoiselle. “The death rate will increase until at least 100-200 million people per year will be starving to death during the next ten years.”

5. “Most of the people who are going to die in the greatest cataclysm in the history of man have already been born,” wrote Paul Ehrlich in a 1969 essay titled “Eco-Catastrophe! “By…[1975] some experts feel that food shortages will have escalated the present level of world hunger and starvation into famines of unbelievable proportions. Other experts, more optimistic, think the ultimate food-population collision will not occur until the decade of the 1980s.”

6. Ehrlich sketched out his most alarmist scenario for the 1970 Earth Day issue of The Progressive, assuring readers that between 1980 and 1989, some 4 billion people, including 65 million Americans, would perish in the “Great Die-Off.”

7. “It is already too late to avoid mass starvation,” declared Denis Hayes, the chief organizer for Earth Day, in the Spring 1970 issue of The Living Wilderness.

8. Peter Gunter, a North Texas State University professor, wrote in 1970, “Demographers agree almost unanimously on the following grim timetable: by 1975 widespread famines will begin in India; these will spread by 1990 to include all of India, Pakistan, China and the Near East, Africa. By the year 2000, or conceivably sooner, South and Central America will exist under famine conditions….By the year 2000, thirty years from now, the entire world, with the exception of Western Europe, North America, and Australia, will be in famine.”

9. In January 1970, Life reported, “Scientists have solid experimental and theoretical evidence to support…the following predictions: In a decade, urban dwellers will have to wear gas masks to survive air pollution…by 1985 air pollution will have reduced the amount of sunlight reaching earth by one half….”

10. Ecologist Kenneth Watt told Time that, “At the present rate of nitrogen buildup, it’s only a matter of time before light will be filtered out of the atmosphere and none of our land will be usable.”

11. Barry Commoner predicted that decaying organic pollutants would use up all of the oxygen in America’s rivers, causing freshwater fish to suffocate.

12. Paul Ehrlich chimed in, predicting in his 1970 that “air pollution…is certainly going to take hundreds of thousands of lives in the next few years alone.” Ehrlich sketched a scenario in which 200,000 Americans would die in 1973 during “smog disasters” in New York and Los Angeles.

Global Warming is Socialism per George Will

Global warming is socialism by the back door. The whole point of global warming is that it's a rationalization for progressives to do what progressives want to do, which is concentrate more and more power in Washington, more and more Washington power in the executive branch, more and more executive branch power in independent czars and agencies to micromanage the lives of the American people -- our shower heads, our toilets, our bathtubs, our garden hoses. Everything becomes involved in the exigencies of rescuing the planet.

Second, global warming is a religion in the sense that it's a series of propositions that can't be refuted. It's very ironic that the global warming alarmists say, "We are the real defenders of science," and then they adopt the absolute reverse of the scientific attitude, which is openness to evidence. You cannot refute what they say.

I own a house in Kiawah Island, South Carolina, facing the Atlantic, where the hurricanes come from. After Katrina, the global warming people said, "This is just a sign of the violent weather that's going to become more common because of global warming." Well, that certainly interested me. Of course, since then, there's been a collapse of hurricane activity.

I was a columnist in the 1970s when Newsweek, Time, all sorts of media outlets said the real problem is global cooling. I remember the Washington Post reporting that the armadillos were going south to escape the coming chill, the threat of glaciation over northern Europe. We've been through this before. You say, "What happened to global cooling?" They say, "Well, our models were wrong." Now we're supposed to risk several trillion dollars of global growth and spending on new models that might be wrong?

One other thing, the Intergovernmental Panel on Climate Change produced a report. The New Yorker, which is impeccably alarmed about global warming, the writer being their specialist began her story something like this: "In a report that should be but unfortunately will not be viewed as the final word in climate science." Now, just think about that. The final word in microbiology, the final word in quantum mechanics. There are no final words in science. But there you have the deeply anti-scientific temper of the global warming advocacy groups: Final words.

Global Warming is Just Not Delivering the Extreme Weather we were Promised.

In a Senate hearing, environmental scientist Roger Pielke of the University of Colorado said it’s “incorrect” to claim that global warming is spurring more extreme weather disasters.

“It is misleading and just plain incorrect to claim that disasters associated with hurricanes, tornadoes, floods or droughts have increased on climate timescales either in the United States or globally,” Pielke said in his testimony before the Senate Environment and Public Works Committee. “It is further incorrect to associate the increasing costs of disasters with the emission of greenhouse gases.”
“Hurricanes have not increased in the U.S. in frequency, intensity or normalized damage since at least 1900,” Pielke added. “The same holds for tropical cyclones globally since at least 1970.”

Senate Democrats pointed to the increase in extreme weather events like hurricanes and tornadoes as evidence of global warming. California Democratic Sen. Barbara Boxer said that “climate change is real” and human activities were the cause, adding that people can “look out the window” to see evidence of it.

“Heat waves, droughts, wildfires and floods — all are now more frequent and intense,” said President Barack Obama in his State of the Union address.

Pielke, however, notes that U.S. floods have not increased in “frequency or intensity” since 1950 and economic losses from floods have dropped by 75 percent as a percentage of GDP since 1940. Tornado frequency, intensity, and normalized damages have also not increased since 1950, and Pielke even notes that there is some evidence that this has declined.

Pielke noted in his testimony that droughts have been shorter, less frequent, and have covered a smaller portion of the U.S over the last century. Globally, there has been very little change in the last 60 years, he said.

“The absolute costs of disasters will increase significantly in coming years due to greater wealth and populations in locations exposed to extremes,” Pielke added. “Consequent, disasters will continue to be an important focus of policy, irrespective of the exact future course of climate change.”

Senators sparred over predictions and claims made about man-made global warming. Democrats argued that the effects of global warming can be felt today and Republicans argued that evidence of human-induced warming is thin.

“I would note that it has not been titled ‘Global Warming: It’s Happening Now,’” said Louisiana Republican Sen. David Vitter. “Maybe that would have been too ironic given the Earth’s stagnant temperature for the past 15 years, a fact that is currently confounding climate scientists and modeling experts who predicted otherwise.”

Australian Bureau of Meteorology Accused of Fixing Climate Data

The Australian Bureau of Meteorology has been caught red-handed manipulating temperature data to show "global warming" where none actually exists.

At Amberley, Queensland, for example, the data at a weather station showing 1 degree Celsius cooling per century was "homogenized" (adjusted) by the Bureau so that it instead showed a 2.5 degrees warming per century.
At Rutherglen, Victoria, a cooling trend of -0.35 degrees C per century was magically transformed at the stroke of an Australian meteorologist's pen into a warming trend of 1.73 degrees C per century.
Last year, the Australian Bureau of Meteorology made headlines in the liberal media by claiming that 2013 was Australia's hottest year on record. This prompted Australia's alarmist-in-chief Tim Flannery - an English literature graduate who later went on to earn his scientific credentials with a PhD in palaeontology, digging up ancient kangaroo bones - to observe that global warming in Australia was "like climate change on steroids."
But we now know, thanks to research by Australian scientist Jennifer Marohasy, that the hysteria this story generated was based on fabrications and lies.
Though the Bureau of Meteorology has insisted its data adjustments are "robust", it has been unable to come up with a credible explanation as to why it translated real-world data showing a cooling trend into homogenized data showing a warming trend.

This is a global problem. Earlier this year, Breitbart reported that similarly dishonest adjustments had been made to temperature records by NASA and NOAA. Similarly implicated are the UK temperature records of the Met Office Hadley Centre and at Phil "Climategate" Jones's disgraced Climatic Research Unit at the University of East Anglia.
One of the many disingenuous arguments used by climate alarmists against sceptics is mockingly to accuse them of being conspiracy theorists. "How could global warming possibly not be a problem when all the world's temperature data sets from Australia to the US to the UK clearly show that it is? Are you seriously suggesting that so many different scientists and so many distinguished institutions from across the globe would collude in such a massive lie?" their argument runs.
Our answer: yes we bloody well are.

US and Europe Downplay Inconvenient Climate Data

It looks like the science isn’t settled. Leaked documents obtained by the Associated Press show that the U.S. government and several European governments tried to get climate scientists to downplay the lack of global warming over the past 15 years.

The highly anticipated United Nations report on global warming is expected to affirm the link between human activity and global warming, but scientists are still having trouble explaining away the lull in rising global temperatures over the past 15 years despite rapidly rising greenhouse gas levels.

The lull in global warming has been noted by skeptics to show the flaws behind the science and the theory that human activities, primarily through burning fossil fuels, causes global temperatures to rise.

This has some governments worried, reports the AP, as documents show that the U.S. government along with some European nations tried to convince the report’s authors to downplay the lack of warming over the past 15 years.

The AP reports that “Germany called for the reference to the slowdown to be deleted, saying a time span of 10-15 years was misleading in the context of climate change, which is measured over decades and centuries.”

“The U.S. also urged the authors to include the ‘leading hypothesis’ that the reduction in warming is linked to more heat being transferred to the deep ocean,” the AP noted. “Belgium objected to using 1998 as a starting year for any statistics. …Using 1999 or 2000 as a starting year would yield a more upward-pointing curve. Hungary worried the report would provide ammunition for skeptics.”

Concern by governments over the lull in warming comes ahead of the deadline the world has set for reaching a global climate agreement in 2015. This report would serve as the scientific underpinning of such an agreement.

“This is the culmination of four years’ work by hundreds of scientists, where governments get a chance to ensure the summary for policymakers is clear and concise in a dialogue with the scientists who wrote it, and have the opportunity to raise any topics they think should be highlighted,” Jonathan Lynn, a spokesman for the UN’s climate authority, told the AP.

NOAA Caught Manipulating Climate Data

The National Oceanic and Atmospheric Administration, criticized for manipulating temperature records to create a warming trend, has now been caught warming the past and cooling the present.

July 2012 became the hottest month on record in the U.S. during a summer that was declared “too hot to handle” by NASA scientists. That summer more than half the country was experiencing drought and wildfires had scorched more than 1.3 million acres of land, according to NASA.

According to NOAA’s National Climatic Data Center in 2012, the “average temperature for the contiguous U.S. during July was 77.6°F, 3.3°F above the 20th century average, marking the warmest July and all-time warmest month on record for the nation in a period of record that dates back to 1895.”

“The previous warmest July for the nation was July 1936, when the average U.S. temperature was 77.4°F,” NOAA said in 2012.

This statement by NOAA was still available on their website when checked by The Daily Caller News Foundation. But when meteorologist and climate blogger Anthony Watts went to check the NOAA data on Sunday he found that the science agency had quietly reinstated July 1936 as the hottest month on record in the U.S.

“Two years ago during the scorching summer of 2012, July 1936 lost its place on the leaderboard and July 2012 became the hottest month on record in the United States,” Watts wrote. “Now, as if by magic, and according to NOAA’s own data, July 1936 is now the hottest month on record again. The past, present, and future all seems to be ‘adjustable’ in NOAA’s world.”

The Supreme Court still buying into Global Warming Junk Science

Recently a fractured Supreme Court largely upheld the EPA Environmental Protection Agency’s radical rule designed to shut down the power plants that produce the most affordable electricity. The justices continue to accept the EPA’s labeling of carbon dioxide as a “pollutant.” This harmless gas, the agency insists, is melting the planet.

Only the brave deny man’s responsibility for super-heating the globe in precincts where the wise and wonderful (just ask them) gather to reassure each other than they know best. “We know the trends,” President Obama told the graduates at the University of California at Irvine the other day. “The 18 warmest years on record have all happened since you graduates were born.”

The charts and graphs devised by NASA and the government’s other science agencies back up the president’s words. And well they should, because the charts, like the “science,” were faked.

The “Steven Goddard Real Science” blog compares the raw U.S. temperature records from the Energy Department’s United States Historical Climatology Network to the “final” processed figures, to demonstrate how the historical data have been “corrected,” using computer modeling.

The modifications made to the past temperature record had the effect of cooling the 20th century, which makes temperatures over the last 14 years appear much warmer by comparison. Such changes don’t square with history, which shows the decade of the 1930s the hottest on record. The Dust Bowl storms were so severe they sent clouds of debris from Texas and Oklahoma to the East Coast, even darkening the skies over the U.S. Capitol one day in 1934.

In an inconvenient article from 1999, written before the data had been “corrected,” James Hansen, then a NASA scientist, acknowledged that the climate had held steady after the Dust Bowl storms. “In the U.S.,” wrote Mr. Hansen, “there has been little temperature change in the past 50 years, the time of rapidly increasing greenhouse gases — in fact, there was a slight cooling throughout much of the country.” Mr. Hansen, recognized as a godfather of the global warming doomcriers, then predicted that the first decade of the 21st century would be even hotter than the 1930s.

To produce this hotter result, the scientists “adjusted” the temperature records to make it appear so. NASA redrew the temperature chart Mr. Hansen used in 1999, and the new chart shows a dramatically cooled 1930s. The 1990s that Mr. Hansen once said were not so hot became warmer than the 1930s.

With the global warming scam unraveling before his very eyes, President Obama and his administration want action now. “The question is not whether we need to act,” says Mr. Obama. “The overwhelming judgment of science, accumulated and measured and reviewed over decades, has put that question to rest. The question is whether we have the will to act before it’s too late.”

Too late for what? The planetary thermometer hasn’t budged in 15 years. Wildfires, tornadoes, hurricanes and other “extreme” weather events are at normal or below-normal levels. Pacific islands aren’t submerged. There’s so much ice the polar bears are celebrating.

Why is the US Navy wasting our Green on the Green Hoax?

The Department of Defense (DOD) paid $150 per gallon for alternative jet fuel made from algae, more than 64 times the current market price for standard carbon-based fuels, according to a report released on Wednesday.

The Government Accountability Office (GAO) noted in its report that a Pentagon official reported paying “about $150 per gallon for 1,500 gallons of alternative jet fuel derived from algal oil.”

GAO’s report examined the financial challenges facing increased purchases and use of alternative jet fuels by federal agencies. “Currently, the price for alternative jet fuels exceeds that of conventional jet fuel,” the report noted.

The price for conventional jet fuel is currently $2.88 per gallon. GAO’s report reveals that federal agencies have paid significantly higher prices in an effort to promote biofuels in commercial and military aviation.

“Of the two alternative jet-fuel production processes approved for use in commercial and military aircraft (Fischer-Tropsch and HEFA), DOD, according to a DOD official, paid from about $3 to $150 per gallon,” GAO reported.

HEFA is an acronym for Hydroprocessed Esters and Fatty Acids, and refers to “renewable oil (e.g., vegetable oils, animal fat, waste grease, and algae oil) … processed using hydrogen treatment (hydroprocessing) to yield a fuel in the distillation range of jet fuel and diesel.”

GAO interviewed 23 “academic, federal government, and private industry stakeholders” about challenges facing the increased adoption of alternative jet fuels. Twenty-two of them cited the fuels’ exorbitant costs.

“Five of these stakeholders noted that for fuel produced using the HEFA production process, the cost of some types of feedstock—even before it is transported or converted—currently exceeds that of conventional fuel,” the report says.

Hope Change and Cow Farts

As part of its plan to reduce U.S. greenhouse gas emissions, the Obama administration is targeting the dairy industry to reduce methane emissions in their operations.

This comes despite falling methane emission levels across the economy since 1990.

The White House has proposed cutting methane emissions from the dairy industry by 25 percent by 2020. Although U.S. agriculture only counts for about 9 percent of the country’s greenhouse gas emissions, according to the Environmental Protection Agency, it makes up a sizable portion of methane emissions — which is a very potent greenhouse gas.

Some of these methane emissions come from cow flatulence, exhaling and belching — other livestock animals release methane as well.

“Cows emit a massive amount of methane through belching, with a lesser amount through flatulence,” according to How Stuff Works. “Statistics vary regarding how much methane the average dairy cow expels. Some experts say 100 liters to 200 liters a day… while others say it’s up to 500 liters… a day. In any case, that’s a lot of methane, an amount comparable to the pollution produced by a car in a day.”

“Of all domestic animal types, beef and dairy cattle were by far the largest emitters of [methane],” according to an EPA analysis charting greenhouse gas emissions in 2012. Cows and other animals produce methane through digestion, which ferments the food of animals.

“During digestion, microbes resident in an animal’s digestive system ferment food consumed by the animal,” the EPA notes. “This microbial fermentation process, referred to as enteric fermentation, produces [methane] as a byproduct, which can be exhaled or eructated by the animal.”

It’s not just the dairy industry that the Obama administration is clamping down on. The White House is looking to regulate methane emissions across the economy from agriculture to oil and gas operations — all this despite methane emissions falling 11 percent since 1990.

As Many As 50 Obama-backed Green Energy Failures

The October bankruptcy of solar company Satcon Technology Corp. puts the number of bankrupt or troubled green energy companies as high as 50, according to one estimate.

During the first presidential debate, Republican candidate Mitt Romney said the Obama administration had doled out $90 billion to green energy companies, half of which he said had failed, which sparked a media-wide debate over the accuracy of the claim.

The Romney campaign later clarified that he was talking about the DOE’s 1705 loan program which doled out $16.1 billion to green energy companies, according to the Washington Post. Of the 33 companies that received 1705 loan guarantees, only three have declared bankruptcy.

However, when other subsidies, outside of the 1705 loan guarantees are factored in, the number of government-backed green energy failures is much higher.

The blog Green Corruption’s “Obama green-energy failure” list contains 23 bankrupt and 27 troubled green energy companies which were backed by the federal government. This list uses data compiled by the Heritage Foundation, but also includes some things the conservative think tank doesn’t.

According to the Heritage Foundation, $80 billion was set aside in the 2009 stimulus package for clean energy loans, grants, and tax credits, and 10 percent of these funds have gone to companies that have filed for bankruptcy or are in dire straits.

The Green Corruption estimates are on the high end as others have total number of bankrupt and troubled green energy firms much lower.

The Heritage Foundation’s list contains 34 companies that have either filed for bankruptcy or are faltering as of October 18. Of those 34 listed, nineteen have filed for bankruptcy and fifteen are considered faltering.

The Heritage list only contains companies that received federal funds from the Obama administration’s Energy Department and other agencies, and does not include “other state, local, and federal tax credits and subsidies,” which would raise the amount of taxpayer dollars that was given to these companies.

Another list compiled by the Senate Republican Policy Committee shows a total of 19 government-backed green energy companies that have either gone bankrupt, are in distress, or failing — twelve bankrupt, six in distress, and one failing.

The committee’s list, however, does not include the most recent green energy failure, Satcon Technology Corp., which received a $3 million DOE grant earlier this year and filed for bankruptcy on Oct. 17, making it the second green energy company to file for bankruptcy that week.

Obama's Coal Hypocrisy: America NO Africa YES

Africans can burn coal. Americans can’t.

That’s the conclusion to be drawn from the Obama administration’s most recent forays into energy policy.

On June 25, President Obama was at Georgetown University decrying “carbon pollution” and making it clear that he will prohibit any new coal-fired power plants from being built in the U.S. Five days later, while Obama was in Africa, the White House released a fact sheet on its “Power Africa” initiative that aims to double access to electricity in sub-Saharan Africa by helping finance some 10,000 megawatts of new generation capacity in that region.

During his Georgetown speech, Obama used the phrase “carbon pollution” a whopping 30 times. In the document on Power Africa, that phrase doesn’t appear even once.

The contrast between Obama’s Georgetown speech and his effort to make electricity more available in Africa goes to the crux of the entire climate-change debate. Talk about cutting carbon dioxide emissions may appeal to “green” voters in rich countries where energy is cheap and abundant. It doesn’t sell in Africa or other poverty-stricken regions where energy is scarce and expensive.

In his Georgetown speech, Obama announced a “new national climate action plan” to “protect our country from the impacts of climate change,” as well as a plan to “lead the world in a coordinated assault on a changing climate.” During his remarks, the president repeatedly implied that the U.S. could, on its own, make a major difference in global carbon dioxide emissions and, therefore, in climate change. He said that voters should reward politicians based on their green quotient: “Remind everyone who represents you that . . . sheltering future generations against the ravages of climate change is a prerequisite for your vote.” He went on to say that by limiting emissions from domestic power plants, Americans “will have the satisfaction of knowing that the world we leave to our children will be better off for what we did.”

It’s hard to imagine a bigger fib. And it’s a fib that relies on the public’s near-total ignorance of the realities of global energy use, such as the soaring amounts of carbon dioxide coming from developing countries. But given Obama’s desire to do something about energy poverty in Africa, a laudable goal, let’s look at what’s happening there.

Between 2002 and 2012, the U.S. reduced its “carbon pollution” — to use Obama’s inane phrase — by 8 percent. Meanwhile, in Africa, carbon dioxide emissions rose by nearly 35 percent. Over that same time frame, U.S. coal use dropped by nearly 21 percent. In Africa, coal use jumped by 15 percent. And despite Obama’s cheery talk about “clean energy” and renewables, Africa’s coal use — indeed, Africa’s use of all forms of energy — will continue to soar.

Study: Electric Cars No 'Greener' Than Gasoline Cars

According to a newly released study, electric cars are no more “environmentally friendly” than are gasoline-powered vehicles. In fact, with everything considered, they may even be worse on the environment. Confused?
In an article entitled “Unclean at Any Speed” in the journal IEEE Spectrum, researcher Ozzie Zehner says electric cars lead to hidden environmental and health damages and are likely more harmful than gasoline cars and other transportation options. From UPI.com:

Electric cars merely shift negative impacts from one place to another, he wrote, and “most electric-car assessments analyze only the charging of the car. This is an important factor indeed. But a more rigorous analysis would consider the environmental impact over the vehicle’s entire life cycle, from its construction through its operation and on to its eventual retirement at the junkyard.”
Political priorities and corporate influence have created a flawed impression that electric cars significantly reduce transportation impacts, he said.
“Upon closer consideration, moving from petroleum-fueled vehicles to electric cars starts to appear tantamount to shifting from one brand of cigarettes to another,” Zehner, a visiting scholar at the University of California, Berkeley, said.

This, of course, should come as no shock to anyone who has followed the similarly ridiculous (political) story of ethanol.
As is the case with the electric car, the idea of ethanol was (is – to politicians and environmentalists) appealing. We could reduce our dependence on oil – foreign oil in particular – and stop spewing megatons of carbon into the atmosphere. All by replacing oil with clean, home-grown, all-American corn! It all sounds too good to be true, doesn’t it? It is.
As reported in Popular Mechanics, corn farming isn’t cheap. In fact, it’s damn expensive.

It requires heavy inputs of nitrogen fertilizer (made with natural gas), applications of herbicides and other chemicals (made mostly from oil), heavy machinery (which runs on diesel fuel) and transportation (diesel fuel again). Converting the corn into fuel requires still more energy (gas, oil, diesel fuel). The ratio of how much energy is used to make ethanol versus how much it delivers is known as the energy balance, and calculating it is surprisingly complex.
The National Renewable Energy Laboratory states that, “Today, 1 Btu of fossil energy consumed in producing and delivering corn ethanol results in 1.3 Btu of usable energy in your fuel tank.” Even that modest payback may be overstated. Skeptics cite the research of Cornell University professor David Pimentel, who estimates that it takes approximately 1.3 gal. of oil to produce a single gallon of ethanol.

The pros and cons of both electric cars and ethanol will be debated for years. As will the pros and cons of wind and solar power. The question is, what should be the government’s role – if any – in the meantime?
Should the federal government mandate and support (prop up) specific technologies (See: Barack Obama: wind and solar energy) and spend (lose) billions of tax-payer dollars on those (politically-selected) technologies? Or, should it allow the free market to choose the best alternatives? (Let’s go with “B”, shall we?)
Perhaps the answer lies somewhere in between.
